PROCEEDINGS OF THE BOARD OF SUPERVISORS OF MITCHELL COUNTY, IOWA Tuesday, August 11, 2020 The Board of Supervisors convened at 8:30 a.m. with all members present. Also present were Chuck Pajer, Samantha Scharper, Dave Stauffer, Bruce Biederman, Al Winters and Mike Mayer. Present from the media was Steve Thompson. Due to the COVID 19 the meeting was made available to the public by video via “Go to Meeting” Motion by Smolik, second by Walk to include fireworks permit and to approve the amended agenda. All voted aye. Motion by Walk, second by Smolik to approve the minutes of the August 4th meeting and the claims. All voted aye. Motion by Smolik, second by Walk to approve the FY 20/21 County Library Contract. All voted aye. County Attorney Mark Walk discussed an Executive Order from President Trump dealing with Federal Withholding Tax. Mark stated that the tax would be deferred and not waived from employees pay checks. Motion by Walk, second by Smolik to not do anything regarding the withholding tax. All voted aye. Motion by Smolik, second by Walk to approve Resolution #1067-20 for the Northeast Iowa Workforce Area Shared Liability Agreement. All voted aye. Sheriff Greg Beaver stated that Deputy Halbach has applied for a Grant towards purchasing computers for the Sheriff’s Department vehicles. Total cost for the computers is $71,000. The Grant is for $24,500. The Sheriff said he has received a $7,500 check from Alliance Pipeline for the computers. Motion by Walk, second by Smolik to approve the purchase of the computers. All voted aye. The Sheriff is looking to hire two additional Sheriff Reserves. Motion by Smolik, second by Walk to approve the Sheriff hiring two Reserve Deputy’s with a start date of January 2021. All voted aye. County Engineer Rich Brumm requested BOS approval to modify the Secondary Roads Construction Program. Rich would like to include paving Foothill Avenue from the St. Ansgar City limits to 4th Street in the City of St. Ansgar. Motion by Walk, second Smolik to approve the request to modify the Construction Program. All voted aye. Rich stated that the Osage Shop roof needs to be resealed. He has received estimates of $73,000 and $90,000. No action was taken at this time. Motion by Walk, second by Smolik to approve Resolution #1066-20 approving the Final Plat of the Echo Ridge 2nd Subdivision. All voted aye. Motion by Smolik, second by Walk to approve a fireworks permit for Jeffrey Rosenberg and the St. John’s Lutheran Church. The fireworks will be displayed on August 15, 2020. All voted aye. Items of note: Francis reported on the North Iowa Community Action, Iowa Workforce CEO and Local Board meetings. Received manure management plan updates from Maple Lawn Pork and Daniel Showalter.
